高等院校国有资产管理的现状及对策

由于对国有资产管理意识淡薄 ,规章制度不健全 ,造成了高等院校国有资产流失、资产低效使用等后果。按照“积极探索国有资产管理的有效形式”的要求 ,高等院校国有资产管理体制的构建 ,应通过对国有资产的有效管理 ,建立针对不同类型资产的效益评估系统 ,提高国有资产的整体运行质量 ,并接受国家有关部门的指导、检查和监督 ,实现经营性国有资产的保值和增值 ,促进高校国有资产合理配置和有效使用 ,防止国有资产流失。

Status and Countermeasure of the Management of State-owned Assets of Colleges and Universities

The loss and low utilization efficiency of state-owned assets in colleges and universities in China are the result of the following facts. That is, the consciousness of managing state-owned assets is dim, and the related rules and regulations are non-perfect. According to the requirement of actively exploring the effective way to manage state-owned assets, the management system of state-owned assets in colleges and universities may be established through the effective management of the state-owned assets, establishing the profit evaluation system aiming at different types of assets, enhancing the quality of their integrative operation. Under the guiding, examining, and supervising of relative national departments, it will be possible to keep and increase the value of the state-owned assets, promote their rational allocation and effective utilization and prevent the loss of state-owned assets in colleges and universities.
