| 摘 要： | 社会和谐的关键在于行政和谐.目前,要促进依法行政,实现行政和谐,建设法治政府和服务型政府,构建和谐社会,就必须正确认识行政执法的目的和功能,正确处理行政执法主体与行政相对人的关系,变革行政执法方式,推动行政执法方式由分散执法向综合执法、由运动式执法向常态化执法、由高权执法向民主化执法的转变.

| Abstract: | The harmony of administration is the key to social harmony.To advance the course of administering by law,construct a law-governing and service-oriented government and a harmonious society,we must properly understand the goal and function of administrative enforcement of law,appropriately deal with the relationship between the administration and the private party,and conduct an integrated,normal and democratic way of enforcing the law instead of a decentralized,campaign-style and highly authoritative way. |
