以空港优势推进成都自贸区建设

随着世界经济格局的逐步演变,自由贸易区正以更加开放的视角向内陆延伸,形成内陆空港自贸区。成都拥有枢纽机场、综合保税区等区位优势,新兴高端产业也初具规模,因此,成都应积极探索政府职能改革,发挥临空经济区位和资源禀赋以及独特的平台优势,参与全球价值链分工,建设内陆自由贸易区,发展IT、电子商务等高技术、高附加值产业。

Promoting the Development of the Chengdu FTZ based on Airport Advantages

The airport is the core channel for the high-level industries to participate in the share of the global value chains. The authors are of the opinion that the most important principle to build the FTZ in Chengdu is to make full use of the resources in Sichuan to attract the global resource allocation industry and economic type based on aviation industry. Accordingly,the authors propose to attract the global IT research and manufacturing enterprises,to build airport bonded zone for maintenance service and to attract enterprises both for foreign trade and domestic trade and for high-tech service outsourcing.The key is to build the professional trading platform for biomedicine, precious metals, cultural products,cross-border e-commerce and to be well prepared in the six aspects such as inspection and quarantine, regulatory, tax policy, foreign exchange policy, network information system, and integration of government functions.
