新闻体制的变革与政治传播的调适

政治传播是政府发布公共信息、传播意识形态和引导公共舆论的重要手段。在计划经济年代，我国媒体被简单地当作“工具”和“喉舌”，新闻事业唯一的任务就是宣传意识形态。改革开放后，媒体的主体性得到承认，媒体的功能变得更加多元，舆论环境变得更加复杂。面对新闻体制出现的重大变化，政府的政治传播必须要做出相应的调整：缩小媒体行政管理的范围，主动公开公众需要的政务信息，习惯在舆论随机监督下行政，并为公民直接的政治参与打开制度性渠道。政府只有转变了政治传播的思路，才能更好地与群众沟通，营造出一个健康、有序、和谐的舆论环境。
