我国装备制造业产业安全分析——以产业控制理论为基础

装备制造业产业安全与否对一国其他产业乃至整个经济的安全影响重大,而产业控制力是产业安全的重要体现。以外资市场控制率、外资股权控制率、外资技术控制率和重要企业受外资控制4个指标,用定量分析方法对中国装备制造业的产业安全进行评估,可得出如下结论:我国装备制造业总体上还较安全,但跨国公司的并购对其造成了现实和潜在的威胁。因此,政府必须从制度建设,法规和政策引导等方面加强建设,提高国内资本在装备制造业中的产业控制力。

Analysis of Equipment Manufacturing Industry Security Based on Industry Control Theory

Equipment manufacturing industry security exerts a significant influence upon the security of other industries or even the whole economy in one nation and industry controlling power is one important indicator of industry safety.The paper,by conducting quantitative method,adopts four indexes,namely,the market control rate of foreign capital,the stock control rate of foreign capital,the technology control rate of foreign capital and key enterprises controlled by foreign capital,to evaluate the security of China's equipment manufacturing industry.It is concluded that the equipment manufacturing industry security is comprehensively sound in China and that the merge and acquisition of transnational corporations have been a current and potential threat to the security.Therefore,the government should improve the industry controlling power of domestic capital in the equipment manufacturing industry by adjusting system,regulation and policy.
