基于政府职能的政府成本分析

政府成本状况,是影响一个国家或地区未来社会经济发展的极其重要因素。从市场与政府的关系来看,政府的职能从低到高划分为三个层次:核心职能、适度职能、积极职能。以此为基础,对政府规模进行分析可知,政府成本也分为三个层次:政府核心成本、适度成本和扩大成本。并且无论政府规模,或是政府成本都是动态的,并且依赖于经济社会的状况,存在一个均衡状态。

Analysis of Government Cost on Basis of Government Functions

Government cost is one of the most important factors having an effect on the social and economic development of a country or region. The functions of government can be divided into three levels when viewed from the perspective of the relationship between market and government. They are the core function, the moderate function and the active function. On the basis of this, an analysis of the scale of government suggests that the cost of government can also be divided into three levels, namely the core cost, the moderate cost and the expanded cost. A conclusion is drawn that both the scale of government and the cost of government are dynamic variables and there exists an equilibrium in them depending on the social and economic conditions.
