论“举国体制”与我国体育体制和制度的创新

在计划经济体制下,"举国体制"曾为我国体育事业做出了巨大贡献.随着社会主义市场经济体制的建立,以及我国加入WTO等,这种高度集中的发展模式已不能适应社会发展的需要.因此应借鉴发达国家的成功经验,加强体制和制度创新,构建新形势下的新型体育管理机制模式加强市场作用,理顺各级组织间的关系;推行以政府为主导的多元机制;改变单一专业竞技体制,建设专业体育、职业体育、业余体育多元并存的训练比赛模式和运行机制.

On the System of the Whole Nation and Innovation of Chinese Physical Education System

Under the system of planning economy, the system of the whole nation made great contribution to the cause of China's physical education. With the establishment of socialist market economy and China's entry into WTO, the development model cannot meet the demands of social development. Therefore, we should learn from successful experiences of developed countries, strengthen innovation of system, and create a new management model. The role of market should be reinforced; the relations among organizations at different levels should be rationalized; a multi-mechanism dominated by the government should be performed; training and race model and operation system of coexistence of specialized, professional and amateur physical education should be created.
