推动高校发挥先锋模范作用是以建设社会主义核心价值体系引领社会思潮的一条有效途径。高校要把统筹党的执政能力建设与宣传思想工作、统筹对内对外宣传、统筹理论武装与理论创新、统筹课堂教育与课余教育、统筹校园文化与校外文化、统筹硬件建设与软件建设、统筹师德建设与专业队伍建设等七个方面，作为以建设社会主义核心价值体系统领宣传思想工作的根本途径。
