| 摘 要： | 排放权交易是在实行总量控制制度的前提下，通过明晰产权的方式将市场机制充分运用于环境资源配置的有效手段和实现环境与社会和谐发展的经济政策。鉴于排放权交易制度取得的巨大成效和我国经济发展所面临的严重的环境资源约束，探讨了排放权交易制度的理论基础，并对我国碳强度减排目标约束下的排放权交易制度的实施环境进行了深刻剖析，旨在为应对全球气候变化和国内外的减排压力提供新的管理思路。
