杨凌示范区农民专业合作社调研分析

农民专业合作社是农业产业化经营的重要组织形式,它将分散的农户有效组织起来,在小生产化的家庭经营与社会化大市场之间架起桥梁,切实保障了农民的经济利益。它还有效解决了土地流转之后土地包给谁、土地保增值和农民增收等问题。与其他地方相比,杨凌的农民专业合作社是一种以土地流转为先导、以产业规划为依托、以设施建设为重点、以政府资金为支撑、以帮农富农为宗旨、以涉农帮扶为创新的新型合作社模式。近年来杨凌的合作社发展迅速.形成了众多模式,并在不同阶段拥有不同职能,但也存在政府干预过多导致发展乏力、发展保障体系亟待健全等问题,并结合实际针对上述问题提出相应政策建议。

As an important form in agricultural industrialization,farmers’ specialized cooperatives connect farmers with market,which can not only effectively organize farmers and protect their interests,but also successfully solve the problems after the land was transferred.As a new mode led by industry plan and supported by government funds,farmers’ specialized cooperatives in Yangling are different from those in other places,they constantly focus on facilities construction and help farmers become rich through innovation.In recent years,the cooperatives in Yangling have flourished rapidly and formed some modes and different functions in each step.Based on local situation,the report tries to give some suggestions according to the problems arising in the development of farmers’ specialized cooperatives in Yangling.
