| 摘 要： | 从分析我国当前土地整理及其权属调整立法与运行机制的现状入手，分别就农村土地整理中土地承包经营权的调整、农村宅基地权属的调整以及整理后新增土地的发展权配置等问题进行了探讨，并从完善土地整理立法、健全土地权属调整运行机制以及注重土地权属调整中农民权益保护等方面提出了相关建议。
