土地保障与农村社会保障制度创新研究

我国社会保障制度明显表现为城乡二元结构,有相当部分社会保障项目将整个农村人口排挤在外,其理由是农民已获得了土地提供的保障。事实上,随着农村经济的发展,土地保障作用一方面在弱化,另一方面也阻滞了农村经济的进一步发展。因此,政府有义务根据国家财力和社会经济发展水平推进农村社会保障建设,通过一系列制度创新构建与逐步完善农村社会保障制度,替代土地保障制度。

Reflection on Land Security and Innovation of Rural Social Security System

Social security system shows obviously dual structure between city and countryside in China. Many social security items exclude rural inhabitants, the reason of which is because peasants have achieved security provided by land. In fact, with the development of rural economy in China, the function of land security has been weakening and has hindered the further development of rural economy.Therefore,it is the duty of government that China should promote rural social security construction based on the national financial power and the level of social economic development. In order to replace land security, government should construct and gradually improve rural social security system by way of serial system innovation.
