促进农村劳动力成功转移:对五大制度的审视

由于城市取向的制度惯性作用,致使农村劳动力难以成功转移,从而影响了国家构建和谐社会伟大工程。通过对五大制度的审视,剖析了存在于其中的阻碍农村劳动力成功转移的诸多问题：就业制度中的地方劳资政策歧视、就业机会歧视问题;住房制度中的农民工无权享受城镇住房补贴、无权购买经济适用房问题;土地制度中的导致承包地和宅基地的流转性差、所有权主体异化问题;社会保障制度中的导致农民工观望、雇主推却、地方政府消极问题,户籍制度中的社会歧视和社会隔离问题等。然后,分别有针对性地提出了能够促进农村劳动力成功转移的制度改革构想。

Promote the Successful Transfer of Rural Labor:A Scrutiny of the Five Systems

The transfer of rural labor is difficult because of the inertia of urban-oriented system and it affects the great national project of building a harmonious society.This paper analyses some problems of obstruction to the transfer of rural labor force by analyzing the five major systems：The local labor is discriminated in policy and in employment system;The urban migrant workers are not entitled to housing subsidies and can not purchase affordable housing in housing system;The contracted land and homestead is in poor circulation,and the ownership is of alienation in land system;The migrant workers wait and hesitate,employers refuse and local government is negative in social security system;There has been social discrimination and social isolation in the household registration system.Therefore,this paper puts forward certain reform ideas for successful transfer of rural labor.
