农村学校萎缩现象的政策性分析

摘    要:农村学校可归属于社会系统、经济系统、国家教育系统中的任何一个,萎缩现象是社会问题、经济问题、教育问题三者共同作用的结果,是客观条件下的非均衡发展与主观政策下的非均衡发展所共同导致的。从政策安排的过程及运行实践看,农村学校的发展需要政策干预和保护,需要进行科学规划,制定可行性的政策,通过有效的政策解围,才能均衡城乡学校的发展,体现义务教育的公平性。

Abstract:Rural schools may be attributable to any one of the social system,the economic system,or the national education system.The phenomenon of rural schools' shrinkage is a result of the interaction of social issues,economic issues and education systems,which is also a result of the unbalanced development caused by objective conditions and subjective policies.The development of rural schools needs the protection and intervention of policy.With the guarantee of policy,scientific planning and feasible measures may enable the balanced development of urban and rural schools to achieve the fairness of compulsory education.
