教育扶贫的作用机制是指教育扶贫作为制度规范或措施以及相应的制度体系或结构对相关客体(贫困群体、贫困群体的思想观念、行为方式)产生的影响及影响程度,并随着时间的变化产生互动关系。教育扶贫在逻辑趋向上是在其理论愿景和现实图景映射下政策逻辑与实践逻辑的统一,亦是围绕“教育属性”和“贫困属性”两条主线形成教育扶贫切实可行的逻辑合力。教育扶贫作用机制的发挥需以聚合地方性和全球性力量为核心载体,以重塑“知识资本”为预设目标,以注重“文化自觉”为指引方向,以运用“互联网+”“大数据”为技术支撑。在新的历史时期,教育扶贫需要从优化战略定位、识别扶贫对象、保障资本投入、提升文化能力和助力全球减贫五个维度构建教育扶贫作用机制的新路径。
