农地确权、细碎化与农村劳动力非农转移

基于2016年江西省7个地区13个县(区)1402份农户调查数据,以农地细碎化为中介变量建立中介效应模型,实证分析农地确权对农户家庭劳动力非农转移比例的影响。结果表明:农地确权对农村劳动力非农就业比例具有显著的正向影响,通过提升农地产权强度、增强农地产权稳定性预期、提高农地产权排他性能力直接促进,而且通过固化农地细碎化格局间接产生正向影响。为此,要继续推进并完善农地确权工作,充分发挥确权的积极效应,防止传统确权方式固化农地细碎化格局,促进现代农业的发展。

Farmland Registration and Certification,Fragmentation and Non agricultural Transfer of Rural Labor Force

Based on the survey data of 1402 rural households in Jiangxi Province in 2016,this paper uses farmland fragmentation as mediator establishing a mediating effect model,and empirically analyses the impact of the farmland registration and certification on the proportion of non farming transfer of rural labor force.The results show that the farmland registration and certification has significant positive impact on the proportion of non farming employment of rural labor force.It not only directly promotes the proportion of non farming employment of rural labor force by enhancing the intensity of farmland property rights,enhancing the expectation of stability of farmland property rights and enhancing the exclusive ability of farmland property rights,but also has indirectly positive impact through solidifying the situation of farmland fragmentation.In order to promote the development of modern agriculture,we should continue to promote the work of farmland registration and certification,make full use of the positive effect of the farmland registration and certification,and prevent solidifying the situation of farmland fragmentation from the traditional way of farmland registration and certification.
