乡村治理变迁下的农村社会组织

回顾乡村治理结构变化的历史过程,农村社会结构以及不同治理主体间关系发生了很大变化。多中心乡村治理格局正在成为目前中国农村社会公共事务管理的主要方式。农村社会组织作为治理活动中的重要主体,在协调不同治理主体关系、实现村民利益有效表达、推动农村社区民主意识形成等方面发挥着关键性作用。由于自然嵌入农村社会结构,农村社会组织通过组织运作实现了不同治理主体的广泛参与,这与目前乡村多中心治理格局目标相得益彰。乡村治理过程显然需要组织运作机制与传统村民自治机制有机结合。因此,农村社会组织充分发挥其社会功能,并与农村党组织、村民自治组织、村民个体等治理主体相互合作协商是解决目前农村社会治理困境的主要出路。

Rural Social Organizations in the Changing of Rural Governance

On reviewing the historical process of rural governance transform,it is found that there exist a lot of changes in rural social structure and the relationship among different governance subjects.The multi-center governance structure has already been the main way in the management of rural social and public affairs.As a major subject in the process of rural governance,the rural social organization play an important role in the field of coordinating the relationship among various subjects,realizing effective expression of villagers and promoting the sense of democracy in the rural community.As naturally embedded in the rural structure,the rural social organizations achieve the situation of wide participation among different governance subjects by organizational operation,which meets with the target of multi-center governance structure.Obviously,organizational operation mechanism,combined with traditional villager autonomy mechanism is required in the rural governance process.As a result,a major outlet to work out the present dilemma in the rural social governance is that rural social organizations fully play their social functions,and meanwhile mutually coordinating and collaborating with different governance bodies in the forms of rural Party organizations,villagers’ autonomous organizations and villagers.
