投资体制改革对高校基本建设影响初探

从审批程序、投资渠道、项目管理和投资效益几方面探讨了《投资体制改革决定》对高等学校基本建设的影响,指出作为独立法人实体的高等学校成为基本建设项目的自主融资主体,在积极争取国家对基本建设支持的同时,必须与市场经济接轨,建立起银行、企业、社会团体、公民等投资主体共同投资的多元化渠道,构筑自身支撑体系,完善自身造血功能,加强基本建设投资管理,提高基本建设投资效益,实现高等学校基本建设的可持续发展。

A Brief Discussion on the Effects of Decision for the Reform of the Investment System on Capital Construction of Universities

From several aspects like approval procedure,investment channel,project management and investment performance,this paper discussed the influence of the decision for the reform of the investment system to the capital construction of universities,pointing out that an university,as an independent financing organization,while trying to get the government's support for its capital construction,must adapt to the market economy system,establishing a diversified investment channel together by banks,enterprises,social groups,citizens,etc.constructing a self-support system,strengthening self-circulating ability,enhancing the investment management of capital construction,improving the investment performance of capital construction,so as to realize the sustainable development of the capital construction the university.
