乡村振兴项目化运作的多重困境及其破解路径

项目化的资源配置和供给是当前基层政府推进乡村振兴的重要方式。通过实践考察发现,乡村振兴项目化运作存在项目竞争与政绩工程、项目导向与政府错位、项目逐利与执行变通、项目实施的基层矛盾与精英俘获等多重困境。而困境产生的根源是由于乡村振兴项目有限性与需求广泛性的张力、项目分配中多元主体的利益冲突、项目实施过程中的监督不足、科层制与项目制的双重规制等因素造成的。因此,做好项目整体规划与分配、提高项目利益协调能力、强化项目监督、优化科层制与项目制的关系是破解乡村振兴项目化运作困境的有效路径。

Multiple Dilemmas and Their Solutions of Rural Revitalization Project Operation

Project based resource allocation and supply is an important way for the grassroots government to promote rural revitalization.It has been discovered through practical investigation that some problems exist in the operation of rural revitalization projects,such as project competition,vanity projects,misalignment of project orientation and government intention,profit seeking and execution flexibility,grassroots conflicts and elite interception in project implementation.The root cause of the dilemma is due to the tension between the limitation of rural revitalization projects and the widespread demand,conflict of interest among multiple subjects in project allocation,insufficient supervision during project implementation,double regulation of bureaucracy and project system.Therefore,to do a better job in overall planning and distribution of the project,improving project benefit coordination ability,strengthening project supervision,optimizing the relationship between the bureaucracy and the project system is an effective way to solve the plight of the project operation in rural revitalization.
