农民工养老保险改革中"分段计算"模式的借鉴——基于社会公平的视角

农民工养老保险转移接续办法的出台打破了长期以来“划疆而治”的社会保障体系，也是应对农民工群体流动性较强的探索。社会保障制度一直追求社会公平的实现，社会公平不仅仅指参保群体的公平，而是涵盖了其中各方关系的社会公平。如何进一步完善农民工群体的社会保障体系，解决流动性带来的复杂关系，欧盟“分段计算”模式可以成为进一步推进农民工社会保障体系改革的一个良好借鉴。
