后扶贫时代的相对贫困及其治理

相对贫困是我国2020年后贫困治理的主战场。通过实地调查,分析地方政府探索相对贫困治理的案例和数据,发现后扶贫时代的相对贫困具有经济结构性、政策负外部性、社会权利性、社会时间性和社会心理性等五个维度。相对贫困的相对性、多维性、脆弱性、动态性、发展性、长期性、特殊群体性、强区域性,要求国家建构新的贫困治理体系。后扶贫时代的相对贫困治理,应着力构建益贫式经济增长体系、综合性扶贫政策体系、包容性社会发展体系、多元化贫困治理体系、理性化心理认知体系,针对性地破除相对贫困的多维相对性,使相对贫困治理走上常态化、制度化、长效化的轨道。

Relative Poverty and Its Governance in the Post poverty Era

Relative poverty is the main battlefield of post 2020 poverty governance in China.Through field investigation,analyzes the cases and data of exploring relative poverty governance of local governments,finds that relative poverty in the post poverty era has five dimensions of economic structure,negative externality of policies,social rights,social timeliness and social psychology.Relative poverty is relative,multi dimensional,fragile,dynamic,developmental,long term,special group,strong regional,which requires the state to build a new poverty governance system.The relative poverty governance in the post poverty era,should strive to build a system of economic growth that benefits the poor,comprehensive poverty alleviation policy system,an inclusive social development system,diversified poverty governance system,rational psychological cognitive system,targeted dispel multidimensional relativity of relative poverty,ensure that relative poverty governance on the track of normalization,institutionalization and long term phenomenon.
