我国农业科技推广的制约因素分析

农业推广工作是一项具有全局性、长远性和战略性的社会经济工作。目前我国农业科技推广体制转轨滞后,推广机构设置分散,难以发挥整体效益;农业推广科技投资机制不健全,供给量严重不足;缺乏一支高素质的技术推广队伍;科研、教育、推广协调困难;同时由于基层推广组织在提供推广服务时存在偏重自身经济利益的倾向,难以共同发挥农业推广的作用。要搞好农业推广工作首先要强化政府调控,改善农业推广宏观环境,加大政府投入,完善筹资渠道;其次要培养高素质的推广人员,同时加强农民科技培训工作,提高农民科技接受率,使农业推广服务体系社会化。

Analysis of Restricting Factors for China's Agricultural Extension System & the Investigation of Removal Strategies

Agricultural extension is a long-term strategically social and economic work.At present,many problems still exist in China's extension system,such as the time delay after the switching of agricultural extension system,the non-uniform of extension organization,the incomplete technical investigation of this system,and the serious short supplies.It is really hard to take this system into effect because of the lack of an outstanding group to work on it and the lack of sound management controls.Also,there are still the problem of self-benefit seeking in the estension work.In order to make this work success,first of all,we need to strengthen the management of the government,to improve the macro-scale environment of agricultural extension,to increase the investment by government,to complete the financial funding systems.Second,we also need to educate more and more technicians with high quality,meanwhile,to strengthen the training work and make!the techiques easier for farmers,so as to extend this work into the whole society.
