党建引领乡村治理:生成逻辑、价值旨归与优化向度

乡村治理现代化是实施乡村振兴战略的基础和保证,而实现乡村治理现代化的关键在于党的领导,其具体路径在于党建引领。基层党组织被赋予新的使命任务,迫切需要党建创新引领乡村治理能力的提升。推进党建创新,要准确把握其价值旨归,在工作重点、作用发挥、助推机制、队伍建设等方面实现定位和职能的转变。基于陕西省杨凌示范区的乡村治理实践,通过案例分析法从创造力、组织力、凝聚力和战斗力等四个维度,提出党建创新引领乡村治理能力提升的优化向度,以期为乡村振兴提供方向指引、组织保障、动力支持和关键支撑,增强基层党组织在推进乡村振兴过程中的政治引领功能、组织保障功能和助推改革功能。

Party Building Leads Rural Governance:Generative Logic,Value Orientation and Optimization Dimension

The modernization of rural governance is the guarantee of implementing the Rural Revitalization Strategy,and the key to realizing the modernization of rural governance lies in the leadership of the Party,and its specific path lies in the guidance of Party building.The profound changes in the construction environment of rural Party organizations,the practical difficulties faced by rural governance,and the new missions and tasks of grassroots Party organizations all urgently need to lead the improvement of rural governance ability through Party building innovation.We should accurately grasp the value orientation of Party building innovation leading rural governance in the new era,and realize the transformation of positioning and functions in terms of work focus,role play,boost mechanism and team construction. Based on the rural governance practice of Yangling Demonstration Zone in Shaanxi Province,this paper puts forward the optimization dimension of Party building innovation leading the improvement of rural governance ability from the four dimensions of creativity,organization,cohesion and combat effectiveness,so as to provide direction guidance,organizational guarantee,dynamic support and key support for Rural Revitalization,and to strengthen the political leading function,organizational guarantee function and reform boosting function of grassroots Party organizations in promoting rural revitalization.
