乡村文化的优势内核、发展困境与振兴策略

乡村文化是中华民族的文化底色,也是乡村振兴的价值引领和精神动力源泉,其中所蕴含的乡土情结、生态伦理思想、耕读文化、德治文化是最能够回应当代乡村振兴、中华民族伟大复兴、人民美好生活需要等现实诉求的优势内核。然而在农业农村以经济发展为主要驱动力的现代化过程中,乡村文化被逐渐边缘化,面临着载体消失、主体缺位、价值认同危机与话语体系残缺的发展困境,非但未能发挥其应有的凝聚、引领作用,甚至成为了掣肘乡村振兴进程的短板。在农业农村现代化与城乡关系转化的关键期,要振兴乡村文化,就必须在继承其传统优势内核的同时,以中华民族的共同利益需求为导向,重新定位乡村文化的当代价值,并在此基础上提升乡村的主体意识与话语能力,讲好乡村故事,同时在全社会树立起文化共同体意识,从观念上彻底打破城乡文化的二元对立,也需要推进政府在文化治理方面的职能转化与能力提升,完善乡村文化振兴的法制保障。

The Advantage Core,Development Dilemma and Strategy of Revitalization of Rural Culture

Rural culture is not only the cultural background of the Chinese nation,but also the value guidance and spiritual power source of rural rejuvenation.Among them,the local complex,ecological ethics,ploughing culture and rule of virtue culture are the dominant core that can best respond to the realistic demands of contemporary rural vitalization,the great revival of China and the needs of the people for a better life.However,in the modernization process of agriculture and rural areas with economic development as the main driving force,rural culture has been gradually marginalized,facing the development dilemma of disappearance of carrier,absence of subject,crisis of value identity and incomplete discourse system.Rural culture has not only failed to play its due role of cohesion and leadership,but also has even become a drag on the process of rural revitalization.In the critical period of agricultural and rural modernization and the transformation of urban-rural relations,in order to revitalize rural culture,we must inherit the core of traditional advantages and be guided by the common interests of the Chinese nation. And on this basis,we should enhance the subject consciousness and discourse ability of the countryside,tell rural stories to the outside world; shape the consciousness of cultural community in the whole society, and break the dual opposition of urban and rural culture in concept;promote the transformation of government functions and ability in cultural governance,and improve the legal guarantee for the revitalization of rural culture.
