| 摘 要： | 随着现代社会的发展变化,政府公共危机呈现出新的特点:一是政府公共危机发生的频率加快;二是危机的不确定性加剧;三是危机发生的形态和危机的种类更加复杂多样。政府应通过建立健全政府危机管理机制,提高公众的危机意识,重视危机预防管理的制度化和法制化建设,建立健全社会救助机制,培育健康的人文社会环境等多种途径,建立并不断完善公共危机管理的预防机制。

| Abstract: | With the development of modern society,new features of public crises emerge:Firstly,the frequency of public crises quickens;Secondly,the uncertainty of crises aggravates;Thirdly,the patterns and varieties of crises are complex.The government should establish and perfect the management precautions of public crises by setting up and perfecting the governmental precautionary system of crises,enhancing the public sense of crises,attaching importance to the construction of precautionary system and law,establishing and perfecting salvage system and fostering healthy humanistic surroundings. |
