| 摘 要： | 乌拉圭回合以来,卫生与植物卫生（Sanitary and Phytosanitary,SPS）措施已经成为影响我国农畜产品贸易的主要障碍。文章在总结陕西秦川牛生产、贸易历史和现状的基础上,重点分析了动物疫病和食品安全方面的SPS措施尤其是疫病和兽药残留对秦川牛出口产生的贸易禁止、市场准入、成本推动及消极扩散效应;从宏观、中观、微观三个层面提出了应对策略,即：在宏观上拟加强疫病预防和控制、完善风险预警与质量跟踪溯源机制,在中观上应强化中介组织功能和建立牛肉的供应链体系,在微观上要强化牛肉生产加工全过程的标准化生产和质量安全控制,以达到促进秦川牛出口和农民增收的目的。 |
