分化小农和现代农业发展有机衔接的路径选择

妥善处理现代农业与小规模家庭经营之间的关系是中国现代农业发展的基础与前提。中国农业现代化道路的探索过程也是与小农户关系的处理过程，初步形成了以新型农业经营主体为支撑、以商品或服务为标的、以巩固小农户农业生产主体性地位为目标的主流衔接路径。然而，随着农户分化程度的加深，旨在提升小农户发展现代农业能力的诸多衔接措施，不仅推行难度大、衔接成效低，而且引发了农户群体的内部不公以及农户分化延缓等问题。对此，应以小农户共享改革发展成果为目标，放活被衔接农户的角色定位，以现代农业发展诉求为依托，激活农户家庭要素禀赋优势和经营优势，通过打造适合分化农户的异质性衔接路径，高效有序地推动小农户与现代农业发展有机衔接。

The Path Selection of the Linking Between Small scale Farmers and Modern Agriculture Under the Process of Rural Household Differentiation

Proper handling of the relationship between modern agriculture and small scale family management is the basis and premise of the development of modern agriculture in China.To deal with the contradictions between modern agriculture and small scale family management in the development of market economy,the theoretical circle has never stopped exploring the effective connection mode. It has also formed a mainstream connection path which is supported by new agricultural operation subjects,targeted at commodities or services,and aimed at consolidating the dominant position of small scale farmers in agricultural production.However,with the deepening of the degree of differentiation of farmers,many cohesion measures aimed at improving the ability of small scale farmers to develop modern agriculture not only are difficult to implement and have low cohesion effect,but also cause the internal injustice of farmers and delay the differentiation of farmers and other derivative problems.In this regard,the role positioning of the connected farmers should be relaxed with the goal that small scale farmers share the fruits of reform and development.Relying on the demands of modern agricultural development,we will activate the advantages of factor endowment and operation of farmer households.By creating heterogeneous connection paths suitable for the differentiation of farmers,the organic linking of small scale farmers with modern agriculture development can be efficiently and orderly promoted.
