西北地区农村剩余劳动力转移问题的思考

农村剩余劳动力的有效转移是现阶段解决我国"三农"问题的重要途径之一。目前许多学者将西北地区农村剩余劳动力的转移寄希望于小城镇与以小城镇为依托的乡镇企业,笔者对此有不同看法:在系统分析城市化和工业化关系及小城镇发展背景的基础上,对以小城镇和小城镇为依托的乡镇企业主要作为吸纳西北地区农村剩余劳动力的观点提出质疑。在分析政府为何偏爱以小城镇为主导的城市化战略的基础上,将发展大中城市、大中城市边缘及交通干线上条件成熟的小城镇、发展劳动密集型特色产业及劳务输出作为西北地区农村剩余劳动力转移的主要途径。

Reflections on the Transfer of Surplus Rural Labors in Northwest Areas

To solve the "sannong" problems( problems in rural areas , farmers and agriculture) in China, one of the important way is by the efficient transfer of surplus rural labors. At present, many scholars argue that small towns and township enterprises could be of great help to achieve the efficient transfer. Based on the analysis of the relationship between rural industrialization and urbanization, the author has some different suggestions. Small town and township and village enterprises are difficult to hold so many rural surplus labors in northwest area. And the reason why the government prefers urbanization ushered in by small towns are analyzed. The paper put forward the ways to realize the transfer of surplus rural labors in northwest area.
