| 摘 要： | 社会主义市场经济既是法制经济,又是道德经济,改革中对利益关系的调整,需要经济、法律的手段,更需要道德这一特殊手段,强调“以德治国”在目前具有很强的针对性.“德治”和“法治”都是治国的手段,各有其职能,不可顾此失彼,二者的正确结合,才是关于国家治理的固本兴邦、长治久安之道.

| Abstract: | Socialist market economy is not only legal economy but also moral economy.The adjustment of interests demands economic device,legal device and in particular the moral device.The stress on "Rule by Virtue" at present is thus opportune "Rule by Virtue" and "Rule by Law" are devices which have their respective functions so that one should not be emphasized at the expense of the other.The integration of them is the effective way of consolidating and prospering the nation and maintaining long term stability and security. |
