| 摘 要： | 创新型科技人才的建设是实现我国企业突破、产业转型并实现自主与创新的关键。文章分析了创新型科技人才集聚的效应体系,将集聚效应分为正向效应和负向效应两类,继而总结了创新型科技人才集聚效应影响因素的评价指标体系。基于此,文章从人才流动机制、人才配置机制、人才使用机制和人才评价机制四个角度建立了创新型科技人才集聚提升机制。

| Abstract: | Innovative talents construction is key to realizing enterprise breakthroughs,transition,autonomy and creativity.Through the analysis the agglomeration effects of innovative technology talents,divides it into positive effects and negative effects,and summarizes and analyzes the evaluation index system for agglomeration effects of innovative technology talents.Based on this,this paper establishes a promotion mechanism for innovative technology talents from the perspectives of the talents flow mechanism,talent allocation mechanism,talent use mechanism and talent evaluation mechanism. |
