| 摘 要： | 通过对土地承包责任制产生、发展及现状的考察和分析,论证了土地承包责任制是行之有效的制度形式,反驳了土地国有化和土地私有化的观点,指出正确的方法应是克服土地承包责任制的缺陷和不足,并予以改进和完善,以谋求社会和谐发展。

| Abstract: | The article proves that the policy of the household contract management is advisable and effective.It analyzes the history and current situation of the policy of the household contract management,and refutes the arguments of state ownership of farmland and private ownership of farmland.It is concluded that the policy of the household contract management should be improved and developed in order to construct a harmonious society. |
