| 摘 要： | 分析了我国目前地方税体系建设与地方税权方面存在的问题 ,探讨了我国加入WTO对地方财政能力的影响 ,提出了建立健全地方税体系 ,合理划分政府间税权及在加入WTO后增强地方财政能力的政策建议。
