| 摘 要： | 分析了以德治腐与依法治腐各自的作用 ,指出了以德治腐能够预防腐败 ,使人不想贪 ;依法治腐能够惩治腐败 ,使人不敢贪。以德治腐是根本 ,依法治腐是保证。提出反腐防腐斗争应将以德治腐与依法治腐相结合 ,二者相辅相成才能达到标本兼治之目的

| Abstract: | Analyzes respective functions of curbing the corruption by virtue and curbing the corruption by law. Indicates that curbing the corruption by virtue can prevent corruption by making people not want to be corruptive, curbing the corruption by law can suppress the corruption by making people not dare to be corruptive. Curbing by virtue is the foundation while curbing by law is the guarantee. Proposes that curbing the corruption by virtue and curbing corruption by law are supplementary to each other, and therefore should be combined in the fighting against and preventing from corruption to achieve the objective of tackling problem on the surface and at the root. |
