改革开放以来的行政发展论析

运用行政发展的基本原理,提出中国行政改革的重点经历了组织调整、职能转变、能力建设和价值诉求的发展路径的基本观点,分析行政发展取得的具体成效,认为下一步行政发展将面临治理主体独大与社会基础脆弱、制度化与市场化、外部性与内部性、工具理性与价值理性等四重基本矛盾,得出有必要加强政府的公共管理和社会服务职能,实现有效的公共服务型政府的制度创新和建设责任政府的结论.

Development of China's public administration after reform and opening

With the theory principle of public administration development,this paper concludes that the focus of China's administration reform has changed by the logical path from organization adjusting to functions changing,governance ability constructing and currently governance values pursuing,and detailedly explains the corresponding advancement.Subsequently the paper considers that there are four kinds of leading conflicts in the next step of public administration development,which are between the powerful government and the weak social fundament,the institutionalization and the marketization,the externality of market and the interiority of government,the instrumental rationality and the value rationality.In order to solve these problems,the paper suggests in the end that it is necessary to strengthen governmental function of public managing and social serving,to innovate institutions of governmental serving and to construct the responsible government.
