房地产宏观调控政策对财税取向的探讨

摘    要:房地产业市场机制失灵,政府调控房价应在保持稳定的基础上,通过扩大社会保障性住房的覆盖面,调整结构性减税政策,降低房地产业税费在地方财政收入中的比重。政府应按照市场需求加大居住房供应量,控制购房信贷投放。相关政策实施后,必将使房价在平稳中下降,居民可支配收入与实际购房能力逐步相适应。

Abstract:The market mechanism of real estate industry is ineffective at present.The government should maintain the housing price on the stable basis,reduce the proportion of real estate tax in the local fiscal revenue,through increasing the coverage of social security housing,and adjusting the policy of structural tax abatement.The government should increase the supply of residential houses according to market demand,and control the housing loans delivery.After the related policies implementing,the housing price will decrease smoothly at a steady rate,and match the disposable income and real purchasing power gradually.
