中国进一步扩大内需的政策取向——启动消费需求

从需求的角度分析,拉动经济增长的因素有三个,即投资需求、消费需求和净出口。其中消费需求是最重要的。在短缺经济的情况下,用投资需求带动消费需求,拉动经济增长效果明显。但目前我国总体经济环境发生了变化,从短缺经济进入过剩经济,消费品市场也由卖方市场逐步向买方市场过渡。要确保扩大内需政策成功启动我国经济,必须把启动消费需求作为下一步扩大内需政策的基本取向。本文就此提出几点建议。

The policy direction that China increases domestic demand further -Starting up the consumption demand

Analyzed from the angle of demand, there are three factors fueling economic growth; investment demand, consumption demand and net export,among them consumption demand is the most important. In case of economy of shortage, using investment demand to pull consumption demand can achieve obvious effect on economic growth. But at present,the overall economic environment in China has changed from shortage to surplus, and the consumer market is transiting from sellers' market to buyers' market. To ensure that the policy of increasing domestic demand can start up the economy in China successfully, it is necessary to take starting - up of consumption demand as the basic direction of the following policy of increasing domestic demand. The article puts forward some suggestions about that.
