随着农村税费改革的不断深化和新农村建设的蓬勃兴起,现行的乡镇公共治理体制与当前农村的经济和社会发展不相适应的矛盾日益突出,"后税费时代"乡镇应实现从经济建设型政府向公共服务型政府的转变,这是当前社会主义新农村建设所面临的更深层次问题。

The reform of tax is regarded as the basic measure to reduce peasants' burden.With the further development of reform of tax and growing vigorously of new rural construction,current township public governance system can't adhere to the development of rural economy.It has become the deeper problem for township government that how to realize the change from the government economic construction to public service government.
