从制度理论出发,将中国互联网视为一种组织域并分析其演变过程。认为中国互联网的发展进程具有明显的阶段特征,而且在不同的发展阶段中,组织域的形成有不同的主要任务和参与者,各种制度性支柱的建设情况也不相同。就中国互联网组织域的形成而言,这是一个规范性支柱、规制性支柱、认知性支柱交错、依次进行建设的过程。
