论法国、德国公共行政研究范式及其启示

我国当前的公共行政研究深受英美国家的影响,欧洲大陆国家的公共行政研究状况在很大程度上尚未进入到我国学者的视野中。研究视域的局限会影响到我国公共管理学科的发展。通过简要论述法国和德国公共行政的历史塑造因素以及近些年来的公共管理实践,引出两国区别于英美、但又各自不同的公共行政研究范式。法国和德国的公共行政研究给我们如下启示:应加大对欧洲公共行政研究和公共管理实践的关注;应从历史-制度的视角来进行我国的公共行政研究;应开拓多元的公共行政研究途径。

Approaches to Public Administration in France and Germany and Their Inspirations to China

The study of public administration in China has been strongly influenced by those in the U.S.and the U.K.,whereas administrative study in the continental European countries such as France and Germany has not yet come into the sight of Chinese scholars.Limited knowledge about administrative study in the countries other than the U.S.and the U.K.will be detrimental to the development of public administration as a discipline in China.This paper starts with the molding factors of public administration in Western Europe,and then proceeds to illustrate the varied approaches to administrative study in France and Germany within the context of their respective administrative tradition and recent development.This paper argues that a couple of lessons could be drawn for China: (1) more attention should be paid on public administration studies and public management practices in European countries;(2) our administrative study should be conducted from a historical -institutional perspective;(3) a multi -dimensional approach to public administration is critical to meet the governance challenges of China.
