| 摘 要： | 由于经营环境不佳,体制和技术落后,机制不活,管理粗放,导致一些煤矿区经济陷入危困,且积重难返。企业负债高、资本金短缺、亏损严重,职工工资拖欠,就业形势严峻,居民生活难以维持,影响社会稳定。危困煤矿区脱困是落实"三个代表"思想、振兴煤炭工业和煤城经济可持续发展的迫切需要。

| Abstract: | Owing to the poor managerial environment,the backward technology and system,inflexible mechanism and extensive management,some of the mining districts plunge into the trouble of financial problem and some of the enterprises fall into debt and lack money.Employees cannot get their wages in time,having difficulties in necessity,influencing the safety of the whole society.It is the urgent need that the backward mining district overcome the poverty for thriving the mining industry and implementing the important ideology of'three representatives'and strategy of economic sustainable development. |
