论统筹城乡发展的制度障碍及对策

目前中国存在着横亘在城乡之间的户籍制度、劳动就业制度、农地制度、财政支农制度、农村金融制度、社会保障制度等六大制度障碍,这严重阻碍了统筹城乡发展。实现城乡统筹发展就必须采取相应的应对措施消除这些障碍,即逐步统一城乡户籍管理制度、城乡就业制度和城乡社会保障制度,同时立足于促进农村剩余劳动力向城市转移,探索土地流转制度,并加大财政支农力度、进行农村金融制度创新以加快解决中国"三农"问题。

Study on the system barriers of harmonious development between urban and rural areas and countermeasures

At present, there are a series of system barriers which block the planning development of urban and rural areas such as administration system of household registration,system of labor and employment,system of rural land,system of tax in rural area,system of finance in rural area and system of social security.Government should adopt measures to promote the planning development of urban and rural areas.The measures include unifying administration system of household registration,system of labor and employment and system of social security,enlarging financial support to agriculture,setting up new system of rural land and quickening reform of financial system in rural area.
