| 摘 要： | 分析了英国、德国和美国的社会保障制度在建立之初的文化背景,认为社会保障制度的建立必须符合本国文化价值观。中国民众追求公平,希望政府做到“富民”、“爱民”;中国家庭崇尚“孝亲”理念;中国社会具有博爱互助的情操。中国应根据这些文化背景,采取注重公平、广泛覆盖,关注低收入人群,激励社会互助的社会保障政策。
