江苏省强县扩权改革的必要性分析

为了充分发挥县（市）政府在本地经济发展中的作用,避免地级市对县域经济的不合理干预。鉴于“匀质型”地区“市管县”功能已经失效;以及行政组织扁平化的改革的要求,有必要改革目前的“市管县”体制,实行“强县扩权”。即赋予经济发展状况较好、行政管理水平较高的县（市）更多的行政管理权限,并在行政隶属关系上变“市管县”为“省管县”。

Analysis of the necessity to enlarge the authority of rich counties in Jiangsu

In order to make county(city) government more active in local ecnomic development,city government should not intervene in the county territory economy.In view of the fact that the function of "city administer county" system has already expired in "uniform nature" area;as well as the request of flat administrative organization reform,it is necessary to reform the "city administer county" system and give more authority to the governments of rich counties(cities).Namely,to entrust more administration jurisdiction to the governments of counties(cities)which have better economic condition and higher administration level,and changes "city administering county" system to "province administering county" system in administrative subordination relations.
