福建城镇化进程中的农田水利设施建设与管理分析

在分析城镇化对耕地稀缺性、自然水系统农业服务功能、农业劳动力机会成本和水资源稀缺性影响的基础上,探讨了城镇化进程中加强农田水利设施建设对农业发展的必要性。为了解决福建农田水利设施存在的总量不足、结构不合理、运行管理水平低、对城镇化响应不足等问题,文章在综合分析福建加快农田水利设施建设的机会与挑战的基础上,提出切实处理好政府主导、市场参与、农民自筹的关系,建立需求导向的设施建设机制,构建面向城乡一体化的设施体系,充分利用中央资源以及创新设施运营机制等建议。

On agricultural irrigation facilities construction and management in urbanization process of Fujian Province

On the basis of impact analysis of urbanization on the scarcity of arable land,the agricultural service function of natural water system,the opportunity cost of agricultural labor force and the scarcity of water resources,the article discussed the need of strengthening irrigation facilities construction for agricultural development in the urbanization process.For solving the problem of inadequate total amount,unreasonable structure,low operation and management level and insufficient response to the urbanization existing in agricultural irrigation facilities of Fujian,the article analyzed its opportunities and challenges and took some suggestions,which effective dealing with the relationship among government-led,market-participant and farmer-self,establishing demand-driven facilities constructing mechanism,constructing urban and rural integrative facilities system,taking full use of central resources and innovating facilities operation mechanism,for accelerating its construction.
