福建省中小企业技术创新的政府扶持行为探讨——以国际借鉴为视角

中小企业是国民经济的重要组成部分,能够促进产业内部竞争,且在缓解就业压力和促进经济增长等方面发挥着不可或缺的作用。当前,福建省中小企业存在创新意识淡薄、创新人才缺乏、创新投入不足等问题。其原因有内外部诸多因素,但根源是缺乏政府扶持政策。借鉴国外诸多成功经验,福建省政府应采用政策引导型的政府扶持模式,为中小企业建立专门管理机构,完善社会化服务机构,并为中小企业提供法律、财税、投资、信贷等方面的政策。
