生态扶贫:生态文明视域下精准扶贫新路径

党的十八大以来,生态文明建设受到前所未有的重视,上升到中国特色社会主义事业“五位一体”总体布局的战略位置,扶贫开发也进入了“精准扶贫”新阶段,在此背景下生态扶贫就成为了精准扶贫的必然选择。推进生态扶贫必须建立生态建设与保护、培育生态产业、完善生态补偿的运行机制,同时,要构建政府引导、企业运作和贫困户参与的新型合作关系。要把对生态贫困的主体性、情境性、中介性等要素的干预作为有效推进生态扶贫的基本途径。

Ecological poverty reduction:a new approach to targeted poverty reduction from the perspective of ecological civilization

Since the 19th National Congress of the Communist Party of China,the construction of ecological civilization has risen to the strategic position of the"five-sphere integrated plan"of the socialism with Chinese characteristics,and poverty reduction and development has entered a new stage of"targeted poverty reduction".Under this background,ecological poverty reduction has become an inevitable choice for targeted poverty reduction.In order to promote ecological poverty reduction,we must establish the operation mechanism of ecological construction and protection,cultivate ecological industry and improve ecological compensation.At the same time,we should build a new cooperative relationship with government guidance,enterprise operation and participation of poor households.We should take the intervention of subjectivity,situational and intermediary elements of ecological poverty as the basic way to effectively promote ecological poverty reduction.
