民生政治运行的政府责任

以人为本的民生观已成为党和政府执政的价值取向及施政的最高准则,民生政治已然成为新的政治理念,保障和改善民生是政府的政治责任,政府要以包容性发展的新理念推动经济社会发展,制定执行以民生价值为导向的公共政策,为民生政治的运行提供制度保证,推进以公民权利的实现促进民生权实现的社会管理创新,并把民生指教纳入政府绩效考棱体系.

Government’s responsibility of the political operation for the people’s livelihood

The human-oriented view of people's livelihood has become the Party and government's value orientation and the highest ruling standards.The people's livelihood political operation has already become a new political concept.It is the government's political responsibility to guarantee and improve the people's livelihood,and the government should promote economic and social development with a new inclusiveness idea,making and implementing a public policy which is oriented to the people's livelihood.Besides,the government should also provide a political system guarantee for the operation of people's livelihood,make efforts to promote the social management innovation of the rights of people's livelihood in the ways of people's rights,and put the people's livelihood index into the government performance appraisal system.
