共享农庄的建设与发展研究——基于协同治理和政策扩散的视角

基于协同治理理论与政策扩散理论的视角,对比分析北京小毛驴市民农园、广州艾米农场、无锡田园东方、海南冯塘庄园等共享农庄建设与发展的经验性案例,从中概述共享农庄建设的典型模式,并归纳共享农庄的协同治理逻辑及扩散路径。分析指出:在共享农庄建设与发展过程中,努力构建政府、市场、农村社会之间的利益联结机制,有助于形成各主体联动赋能、良性互动的善治格局;在横向自发式的扩散路径中,政策学习与竞争始终是共享农庄政策扩散的关键环节,地方政府要善于从邻近区域的“政策样本”中汲取精华;在纵向推动式的扩散路径中,上级政府应通过完善支持机制、优化机制、“吸纳—辐射”机制等加速共享农庄政策扩散。

The construction and development of sharing farms——Based on the perspective of collaborative governance and policy diffusion

Based on the perspective of collaborative governance theory and policy diffusion theory,this paper compares and analyzes the empirical cases of the construction and development of sharing farms,such as Beijing Little Donkey Citizen Farm,Guangzhou Airice Farm,Wuxi New Pastoralism Peach Village and Hainan Farm-sharing Association,etc.,and summarizes the typical model of the construction of sharing farms and summarizes the logic of collaborative governance and diffusion path of sharing farms.It is pointed out that in the process of the construction and development of sharing farms,efforts should be made to build a mechanism of the interests connection among the government,the market and rural society,which is conductive to form a good governance pattern of linkage,empowerment and positive interaction between the various entities.In the horizontal spontaneous diffusion path,policy learning and competition have always been the key links in the diffusion of sharing farms policies,and local governments must be good at extracting the essence from"policy samples"in neighboring areas.In the vertical-driven diffusion path,higher-level governments should accelerate the diffusion of sharing farms policies by improving support mechanisms,optimizing mechanisms and"absorbing-radiating"mechanisms.
