| 摘 要： | 从研究腐败问题对基层服务型政府塑造的影响着手,分析了基层政府反腐倡廉工作的障碍,提出了基层反腐败与基层服务型政府塑造的有效路径:(1)反腐倡廉科学化的制度创新;(2)反腐倡廉科学化的文化建设。
