海峡西岸经济区城镇化进程中的农村公共服务分析——以福建省为例

农村公共服务对城镇化具有双重作用,在为城镇化提供动力和保障的同时,也增加了城镇化的机会成本。在城镇化进程中,农村呈现出家庭小型化、就业非农化、村庄空壳化、村民老龄化、决策民主化、生活信息化等趋势,为农村公共服务带来了许多机遇和挑战。政府应从社会主义新农村建设、城镇化与城乡一体化的要求出发,充分考虑农村社会经济发展的趋势和规律,科学规划以确立合理目标,创新机制以促进城乡基本公共服务的均等化与高效化,因势利导以增强农村公共服务决策的群众基础,构建信息平台以确保农村公共服务的公正与公开,进而促进农村公共服务又好又快地发展。
